High spots on South Fourth Street tabled at council meeting

Jesse Frisbee from Eagle Engineering & Surveying discussed the heave bumps on South Fourth Street during the Basin Town Council’s Jan. 11 meeting.
The street was opened last year for the town’s sewer project. The openings were closed and resurfaced by Wilson Brothers after the project was completed. Unfortunately, the fill expanded and caused large heaves in the street.
The contractor has fixed those heaves. However, other spots that were a part of the sewer project are now heaving.
Wilson Brothers reached out to Frisbee and provided him with a bare cost estimate to fix them. He said he was going to check with WYDOT to see if Wilson Brothers and/or the Town could provide traffic control during construction, which would decrease the project’s cost by thousands of dollars. It is estimated to be a 10-day project.
Mayor CJ Duncan said, “It shows the integrity of Wilson Brothers, that they would bring it to our attention and talk to our engineer about it. I also think that shows that they are
willing to price in such a manner that it will not make (them) money on the repair.”
Duncan also thought the Town and Wilson Brothers could cost share the price tag of the repairs. A motion was made to have Frisbee work on a proposal.
New high spots on South Fourth Street will be addressed again at a town council meeting closer to spring.
Town Clerk Deaun Tigner gave the clerk and municipal court reports. Tigner said 73 delinquent notices were sent out. The Town is exploring whether budget billing could be an option for town customers. The monthly payment would be the same each month and based on the customer’s usage average.
MATTERS OF STAFF
• Mike Dellos, Public Works Foreman, gave a department update that they are continuing to install new meters.
• Police Chief Kyle McClure gave the police department report for December. There were two arrests.
• Duncan gave a rec department update. There is an open position on the rec board, and an appointment is needed to fill the spot. The school is using the gym Monday through Thursday for practices. The golf simulator is getting more use. Memberships for the rec center are available. The district is seeking a grant for a shade area at the pool.
• County Land Planner Paul Thur asked the council to sign a memorandum of understanding (MOU) regarding septic tanks.
• Duncan reminded the council that the Big Horn Canal annual meeting is Feb. 15 at Manderson Town Hall.
• A proposal from the Big Horn Regional Joint Powers board to raise the EDU (Equivalent Dwelling Unit) rates by 10% was reviewed.
• A group approached the Town about using the meeting room. There was also a request to rent one of the rooms in town hall. The council agreed that groups like the PEO could use the meeting room and that they would advertise a room was available to rent. Town Attorney Kent Richins will draw up use and/or rent agreements.
• The heating is not working in town hall; the office is so cold the staff can’t work. Frisbee was asked about which contractor is responsible for repairs. Duncan stated he wanted a deadline set for the contractor to fix the issue.
• Duncan asked the council to consider what they would like to see in an agreement with the Water District regarding its office in town hall.
