Fireworks approved for homecoming event Sept. 26.
Councilman Carl Olson was the acting mayor for the Basin Town Council meeting on Sept. 12. Mayor CJ Duncan was not present. Also present from the council were Chuck Hopkin, Stuart DesRosier and Brent Godfrey.
Three members of the Riverside Student Council, Avery Clifford, Wyatt Daly-Patterson and Reece Whisenant, came to the meeting to request permission to set off fireworks for homecoming. The fireworks would be during the burning of the R. Daly-Patterson said the fireworks would be done by 9 p.m. The Basin Fire Department will be on hand anyway for the burning of the R.
DEPARTMENT REPORTS
Town administrator Deaun Tigner told the council that staff from State Partnership for Urban & Rural Redevelopment (SPURR)
is coming to Basin to look at the town’s buildings. SPURR is a Brownfields Assistance Program from Wyoming Department of Environmental Quality (DEQ).
Funding is available to assist Wyoming communities with revitalization of properties whose expansion, redevelopment or reuse may be complicated by the presence of a hazardous substance like lead-based paint, asbestos, etc.
Tigner reported that the ordinance books have been updated. She and Mike Dellos are working on the abandoned water tap lists.
Department reports were also given by Mike Dellos (Public Works) and Kyle McClure (Police) and Bill Dahlke (Electrical).
COMMITTEE REPORTS
Olson said Planning and Zoning committee reviewed a request from Louis Fiori regarding property he is buying from the Pyles. Town engineer Jesse Frisbee told the committee that the lot lines have been abandoned. P&Z reviewed the request and recommended that the council approve it since Fiori is purchasing a lot plus “a little bit.” A letter would be sent to Fiori with the coordinates. He can take it to the courthouse so they can establish the boundaries. The council voted to accept the recommendation.
He reported that the activities committee had not met yet this year for the annual Home for the Holidays. A meeting should be set soon.
Hopkin provided the recreation committee report, announcing that Cash Duncan had been hired for the full-time rec district director.
TOWN PROPERTY
ACCESS REQUEST
Loren Alberts appeared before the council regarding town property access on land he owns west of the town. Prior to stating his request, he said he would like to commend the maintenance crew for the job they did on Wyoming Avenue. “Those guys were very communitive, they came in, got their job done quick and it was awesome,” he said.
Alberts explained to the council, “I’ve got a piece of property out west of town here that is considered town property. I pay more taxes on the 4 ½ acres I have there than on 25 acres that I have that adjoins it. I don’t know why it is broke out. It is just to the west of Giffords.”
He asked what the legal access was to the portion that is within town limits and how the town would provide him town services such as water, mosquito spray, garbage, etc. He is not interested in deannexing that piece of the property. Since he doesn’t know the details on how the town would provide the services, he shared a possible solution.
He proposed trading the annexed piece of property. “Move it around to another part of the other 25 acres that I own. It would be more accessible through the town property. It adjoins my property, which already has an easement to the town property.”
Alberts continued that he had offers on the annexed portion but when the buyer found out there was no legal access they weren’t sure they wanted it.
There was discussion back and forth between the council, Alberts and the town engineer Jesse Frisbee. The council voted to table the discussion until the town attorney and Frisbee could do more research.
OTHER BUSINESS
•Building permits were requested from Somerville on South Third and Sponseller on South Seventh. The council tabled the request as Dellos had not reviewed them.
• A liquor permit was approved for Lisa’s Restaurant for an event at the fairgrounds.
• A public meeting will be held prior to the Sept. 26 meeting regarding the sale of the Eagles Annex building.
